UPC is a developer of wind projects with a track record of 70 projects in 11 countries totaling 3,200 MW in constructed capacity. In January 2019, UPC was selected as one of the four preferred bidders in a tender for its 30MW Sidi Mansour project in Northern Tunisia. During the development phase UPC and the DF will fund 50% of the development costs. CEF has secured a 75% participation in the construction of the Project.
Following the successful implementation of the Project, UPC and CI1 agreed to look at developing further wind assets in Tunisia,  with a total capacity of >300 MW.

Funding Rationale

The Project will be the first wind IPP in Tunisia and can act as proof of concept for the government of Tunisia. The Project will allow government to build track record in the short term and gain competency for upcoming tenders, allowing it to achieve its ambitious target to have renewable energy become 30% of the energy mix over the coming decade.
