Climate Investor One

Climate Investor One (CIO) is a blended finance facility for renewable energy infrastructure projects in emerging markets.

It employs a mix of public sector funding, private capital and contributions from Development Finance Institutions (DFIs) in mutually beneficial and complementary ways. In managing CIO, our approach is to carefully utilise each resource for its strengths, while ensuring that it best serves the interests of those who provide it.

We use donor money from the European Commission, the Green Climate Fund, USAID, the Nordic Development Fund and the Ministry of Foreign Affairs of the Netherlands to fund the development of renewable energy projects, which typically cannot be provided by private sector investors. Our donors also mobilize private sector capital at a later stage in the lifecycle of the project, where certain risks are better understood and financial returns can be achieved.

CIO offers financing  for the entire lifecycle of a project to developers, from design, to  construction and into operations through a post-construction refinancing. To achieve this, CIO comprises of three funds, each targeted at a different project stage:
